  5. General since 1981; in Washington. Bearded and bedecked in the
  6. official gold-trimmed uniform of the U.S. Public Health Service,
  7. he cut an imposing and controversial figure with crusades
  8. against cigarette smoking and for the use of condoms as a weapon
  9. to fight the spread of AIDS. Koop, who has drawn heavy criticism
  10. from fellow conservatives, notified the President last week of
  11. his intention to leave in July. He plans to write books and work
  12. in TV on health issues.
